Ukrainian President Urges European Union to Employ Immobilized Russia's Resources for Ukrainian Defence Financing

During continuing conference discussions, Volodymyr Zelenskyy has pressed European Union officials to activate plans using seized Russia's assets to fund Ukrainian defense campaign "without delay".

Immediate Decision Required

Appealing to EU officials in Brussels on the summit day, Zelenskyy emphasized the crucial requirement to completely use Russia's assets for Ukraine's security against continuing hostilities.

"Whoever procrastinates this resolution is not only limiting our defense but also slowing down your own advancement," he declared, assuring that Ukraine would spend significant resources in purchasing EU-made armaments.

EU Loan Plan

European Union representatives are actively considering proposals to finance an non-interest loan for the country backed by Russian central bank assets, which were blocked immediately after the extensive military incursion.

European officials has outlined a 140-billion-euro interest-free package, with possible instructions to develop detailed regulatory texts aiming to conclude the arrangement by year's end.

International Responses

Russian authorities has described the proposal as "appropriation" and has vowed to pursue any individuals or countries considered to have appropriated Russia's assets.

Belgium, which maintains 183 billion euros at the financial institution, accounting for the majority of all Russian state holdings within the European Union, has expressed apprehensions about the initiative.

"When you want to proceed, we will have to act together," stated Belgian Prime Minister, emphasizing the necessity for safeguards that all member states would cover the expenses if Moscow sought to reclaim its money.

Global Cooperation

Roughly a third of Russia's state holdings are maintained beyond the EU, including in the Asian nation (28 billion euros), the UK (€27 billion), the North American country (€15 billion) and the US (€4 billion).

  • The Asian nation maintains substantial Russian assets
  • Britain holds considerable Russian economic resources
  • Canada has significant Russian assets
  • United States maintains more limited but symbolic holdings

Political Hurdles

Budapest authorities, recognized for its pro-Russian position, has repeatedly delayed EU sanctions and while it has never ventured to prevent them, its critical of Ukraine rhetoric prompt doubts about future support.

The Hungarian leader missed the Ukrainian-focused negotiations to participate in events in Budapest marking the national event.

Latest Developments

Earlier, the EU endorsed its 19th set of sanctions against the Russian Federation, targeting energy resources for the first time.

This action followed parallel measures by the US, which imposed measures on Russia's two largest oil corporations, major Russian enterprises.

Optimism in Agreement

Notwithstanding continuing differences over the financial loan, multiple officials expressed optimism in attaining an consensus.

"During these discussions we will establish the strategic determination to guarantee the economic necessities of the Ukrainian people from 2026 to 2027," affirmed a senior European official, describing the outstanding issues as "procedural matters".

The Latvian leader observed that an consensus on the financial package would bolster the Ukrainian president in any future diplomatic talks.

Peace Prospects

The Ukrainian government has diminished accounts of a 12-point ceasefire initiative that surfaced earlier, indicating it was the initiative of "certain allies" seeking to pre-empt "an initiative from the Russian government".

Zelenskyy stressed that Moscow has shown no evidence of desiring to stop the hostilities, mentioning current bombings on civilian areas.

"More pressure on the Russian Federation and they will engage and negotiate and I consider this is the plan," he concluded.
